I cannot think for a minute that it would be structurally sound with that much damage as a start point.
We know that Russia has a very poor reputation for maintenance and technology.
Not really the same context, but the aviation industry is rife with stories of Tupolev aircraft air disasters..

You've got to appreciate the effort and sheer pluck if nothing else; I don't think many people would even consider trying to fix any car in that state let alone a 20+ year old Opel/Vauxhall.
