That sounds like no fuel, or maybe no spark. Spins over freely enough.

Is there anything plugs on the end of those cables?

Also, if you haven't got an spark look at your earths too.
This is likely going to be really simple once you find it too.

According to Mr Haynes manual page number 12.58 track 105 both wires are on starter loom both come from starter the red and black wire goes from starter to x5 connector but cant see any red and black wires coming from x5 connector broken or cut but it does look like its coming from starter way ?

Image

And the black wire is ment to come from starter too the battery. The cav I removed this c20xe from the 1990 4x4 cav dizzy type had an after market alarm fitted could these wires have been cut as part of the alarm system ?
How important are these wires from stopping the engine from starting it wont spark the ht leads spark plugs fuel relay dizzy cap and arm have been replaced including coil and module and the engine management light goes on and off upon turning of the key ?

A whole 15 minutes!

If its cranking over then theres nothing wrong with that black/red wire as thats all that does so forget that.

I think your looking in the wrong place.
