Anyone know anything about these things?

According to EPC4, Lizzie should have them on her late C20NE equipped CD and use different spark plugs too.

Are these things really needed?

It seems odd that Vauxhall introduced them to later cars.
Normally, if something isn't useful it gets removed from later cars

Is it OK to use the normal, "without heat protection tube" spark plugs?

In my experience they usually come as part of the HT lead, they are heat shield for the lead as the plugs are down in-between the exhaust manifold.

Leads 1, 2 and 3 have integral tubes fitted to them.
No 4 does not.

The NE very often has twin-electrode plugs fitted, but many garages find them more hassle than they are worth.

So in answer to your question - there should be tubes fitted, but I do not think that you 'must' halve special plugs fitted.

It should be (more or less) the same as the C18NZ an C16NZ2 engines.

So can I use the plugs that EPC4 suggests are to be used 'with heat protection tube'?

I have some in my spares bin but not sure if it's a good idea to use them when i don't have any heat tubes.
