replacing front wishbone bushes with poly bushes

when removing front inner rear bush do u remove outer sleeve aswell ,as i have and have put new
bush in and seems to be a loose fit is this right ?

Are you sure you have the correct bushes, ive always removed everything and replaced with poly.
