My donor v6 was non-sunroof but it's the only one I've ever seen

Early cavs had no sunroof. Police spec didn't. Neither did the envoys

An onboard computer, radio, a huge light bar on the roof, and reflective markings with the force insignia on them

Re: non sunroof cavalier
As has already been said, the only Cavaliers without sunroofs were the early pre-facelift base and envoy models along with police spec cars which is what I suspect Kevwaggy's V6 was.
It was an optional extra on the envoy so there are some out there with sunroofs.
Also it was made standard on the base in 1990 I think so it's only the really early ones that didn't have one.

Red v6 auto hatch? Seems unlikely to have been police, there was no other internal

Re: non sunroof cavalier
Are you sure that was the original colour?
Could it have been modified by the previous owner?
Was it an actual "V6" trim or GLS, CDX?
Also it could have been fire and rescue.

If it had windy windows then it was almost certainly a public vehicle of some kind. If not Police my guess would be Fire services.

Re: non sunroof cavalier
The sri I have in question has windy windows.
Is there any way of finding out the history of the vehicle as to which service and force had it?.
